Label hover already reports the target behind a resolvable label. Extend hover using #27, the same immutable rule/attribute catalog as completion and signature help.

A rule call explains the callable; an attribute explains its type, requiredness, default, enum values, and documentation. Source-defined symbols use source-backed information. If evaluated metadata is unavailable, hover does not substitute a bundled table from another Bazel or rule-set version.
