The Bazel actor acquires evaluated rule-class metadata and publishes it as an immutable catalog. Source parsing contributes symbols that exist without evaluation. A request captures the catalog with its document and index snapshots; handlers never invoke Bazel or load a newer publication.

Catalog identity derives from the configured Bazel executable, startup arguments, workspace, and graph generation. Do not add a parallel dirty flag or independently mutable symbol table.
