Label completion uses the existing immutable target index. Rule and attribute completion depend on #27, the shared rule/attribute catalog.

Serve:

labels applicable at the current string and package context;
callable rule and source-defined symbol names;
attributes valid for the active callable;
catalog-backed attribute values, requiredness, types, defaults, and enum choices.

Completion returns cheap labels and edits immediately. Expensive documentation resolves only after selection. Missing evaluated metadata yields a narrower answer rather than a pinned or guessed rule table.
