Cleans up the Forgejo mirror routing surface.

Changes:

  • point issue template links at Forgejo
  • remove GitHub Discussions contact links
  • replace lazy.nvim/GitHub repro scaffolds with vim.pack + Forgejo source URLs
  • bump LuaRocks deploy action refs to luarocks-tag-release-forgejo@v0.2.0

Verification:

  • git diff --check
