Scope: move push/create/update/reviewer follow-up/draft-toggle/cache invalidation submit side effects out of compose/init.lua.

Constraints: preserve PR creation URL copy, reviewer follow-up semantics, draft update behavior, cache invalidation, and failure restoration.

Verification: compose PR/issue create/edit specs and full local CI before PR.
