The language contract remains upstream Bazel 8.7, but the current configuration snapshot intentionally starts only at the workspace .bazelrc.

A future design may model system, home, and explicit --bazelrc layers when the client supplies enough invocation context and the privacy boundary is explicit. It must preserve Bazel's discovery and ordering semantics without silently reading personal files or reconstructing state from request handlers.
