Bazel 8.7 imports can resolve to files outside the workspace root, and the configuration snapshot can load those files. The recursive workspace watcher cannot observe later edits outside its root, so the active graph refreshes only after another configuration invalidation or a server restart.

A future implementation should derive a bounded set of external watches from the published import graph, replace that set when the graph changes, coalesce events through the existing configuration wake, and preserve the watcher as the single disk-state writer.
