Parent: #8Track the BUILD/Starlark authoring surface separately from the Bazelrc 8.7 milestone. One immutable catalog combines Bazel-evaluated rule and attribute metadata with source-defined symbols, and requests capture it with Documents and Index.

The catalog unlocks rule and attribute completion, documentation hover, and signature help. Label completion may use the existing index independently. Expensive documentation is resolved lazily rather than added to every completion item.
