Publish an immutable, bounded set of regular workspace files from the filesystem owner rather than scanning from completion handlers. Import candidates may use arbitrary filenames; Bazel output trees, VCS metadata, ignored paths, directories, and non-regular files never enter the set.

Candidate identity and invalidation derive from watched workspace state. System, home, explicit, and vendor rc discovery are outside this issue.
