Complete path tokens for import, try-import, and try-import-if-bazel-version using upstream Bazel 8.7 path semantics: absolute paths remain absolute, relative paths use the workspace root, and only the exact %workspace%/ prefix is substituted. Inserted text must remain one native Bazelrc token.

No request-time filesystem walk, environment expansion, containing-file-relative interpretation, or external rc discovery is permitted.
