Parent: unresolved-label code actions.

The Bazel actor and repository-mapping publication are already online. When a captured resolution state proves that an apparent repository is known but unfetched, offer a lazy code action that invokes the exact bazel fetch needed for that repository.

The operation belongs to the Bazel actor, registers its subprocess before reading it, uses the actor generation for supersession, and refreshes repository and graph state after completion. No request handler invokes Bazel.
