Blocked by Bazelrc configuration references.

Support prepare-rename and rename for named configurations only. A workspace edit rewrites every applicable declaration and reference from one request snapshot, validates the replacement against the upstream 8.7 token and section grammar, and refuses indexed disk ranges that an open buffer has moved.

Native flags, commands, import paths, and configuration values outside the workspace graph are not rename targets.
