Match upstream Bazel 8.7 ConfigExpander behavior for findings that the published workspace graph proves:

recursive configuration expansion;
repeated expansion;
the upstream depth boundary and severity, if applicable.

Diagnostics use the exact reference ranges that close or repeat an expansion path. Missing definitions outside the workspace graph remain qualified rather than treated as proof of invalidity. Full effective-command-line reconstruction is not part of this issue.
