Create one immutable query view over the published workspace graph and current open Bazelrc buffers. It owns command applicability, open-buffer replacement, and source-site lookup instead of repeating those rules across handlers.

The model must retain:

the exact name span of each configuration declaration and reference;
the owning configuration, or top-level command context, for every --config reference;
source order for expansion edges;
the document and configuration snapshot identity behind every answer.

Request handlers perform no filesystem work and never load a newer graph than the request snapshot. This issue does not reconstruct a final Bazel command line or external rc layers.
