Cleans up the tmux-mosaic mirror routing surface.

Changes:

  • point Forgejo issue templates at Forgejo issues
  • remove the disabled GitHub Discussions contact link
  • use the full Forgejo URL in the TPM install snippet
  • add the GitHub PR redirect workflow before mirror sync

Verification:

  • git diff --check
  • just format
