Cleans up the Forgejo action routing and documentation.

Changes:

  • add the public Forgejo routing banner
  • update README examples to luarocks-tag-release-forgejo@v0.2.0
  • use Forgejo Actions env names in the nightly README example
  • replace stale GitHub-specific license wording
  • add the GitHub PR redirect workflow before mirror setup

Verification:

  • git diff --check
  • just format
  • just lint
  • nix develop --command just test
