Scope: extract backend-specific PR/issue detail parser helpers from top-level backend adapter files.

Constraints: preserve nullable handling, field names, WIP title stripping, labels/assignees/reviewers/milestones semantics, and parser error behavior.

Verification: sources parser specs and full local CI before PR.
