Scope: move dense Forgejo/GitLab CI shell/JQ command builders into backend-owned helper modules while keeping the top-level adapters as capability maps plus delegates.

Constraints: no fake shared adapter; preserve command shapes, stderr behavior, failed-job selection, pending-log behavior, and live-tail handling.

Verification: sources specs around CI builders plus full local CI before PR.
