Scope: extract fzf key/header rendering, row transport encoding, resize reload support, and close-callback composition out of picker/fzf.lua.

Constraints: preserve hidden actions, binding conflict behavior, close/reload semantics, streaming fields, track/id behavior, dynamic headers, resize quoting, and global on_close.

Verification: fzf picker, picker init, and picker session specs, then full local CI before PR.
