Scope: move CI open/watch/log-summary routing from action/ops.lua into a focused CI action module.

Constraints: preserve watch preference for in-progress runs, terminal summary behavior, fallback order, per-job browse URLs, status refresh, and one-time warnings.

Verification: ops/log/ci history specs and full local CI before PR.
