Scope: extract pure document builders for issue create/edit and PR create/edit compose buffers.

Constraints: exact user-facing buffer text, metadata comment order, unsupported-field hiding, template adornments, diff-stat highlighting, and cursor behavior must not drift.

Verification: compose specs plus focused render-model coverage, then full local CI before PR.
