Parent tracker: #744

Scope: clean real command-resolution branch PR lookup duplication after completion no longer depends on sync lookup, especially Forgejo merged-via-closed list duplication.

Constraints: backend differences stay explicit; only command execution/resolution paths change; completion stays non-blocking.

Verification: resolve/backend specs and full local CI before PR.
