Parent tracker: #744

Scope: remove synchronous current/branch PR resolution from command-line PR verb completion. Cold cache must return static candidates immediately; warm cache may still show contextual PR verbs.

Constraints: do not change :Forge command execution semantics; do not add numeric PR completion; cover GitHub, GitLab, and Forgejo budgets.

Verification: focused completion budget specs, command specs, then full local CI before PR.
