Scope: add an explicit command-line completion data-source contract covering static grammar, local-only sources, cache-only sources, async warming, and forbidden synchronous backend fetches.

Constraints: behavior-preserving; no command execution semantics changes; Ex-mode must not require picker backends.

Verification: focused command/completion specs, then full local CI before PR.
