Move Releases before Browse in root picker #611

The root picker currently lists Browse before Releases. Move Releases before Browse so release workflows are grouped before the general browser route.

Scope:

adjust the root picker section order only
update any docs/specs that encode the root picker order
preserve section enable/disable behavior and route aliases

Non-goals:

do not change release picker row rendering or mappings here
do not redesign the root picker structure beyond the requested ordering change
