Cleans up the Forgejo mirror routing surface.

Changes:

  • remove the issue-template contact link
  • replace the lazy.nvim/GitHub repro scaffold with vim.pack + Forgejo source URLs
  • bump LuaRocks deploy action refs to luarocks-tag-release-forgejo@v0.2.0
  • add the GitHub PR redirect workflow before final mirror sync

Verification:

  • git diff --check
