Deferred until an authoritative vendor source or oracle is available.

The supported language remains upstream Bazel 8.7.0. A vendor-suffixed binary reporting numeric 8.7 may supply its own native flag catalog, but the suffix does not change conditional-import evaluation, grammar, command scopes, or configuration semantics.

This issue is not part of v0.2.0 and carries no implied IMC compatibility claim.
